Isnt the power steering fluid system closed? where is all the nastiness in my fluid coming from?

also, is there a cooler or some other sub-reservoir for fluid to collect?

all there is lines to the pump and return from rack. discoloration is from breakdown of the fluid, hoses and usual wear and tear from the rack itself.

Yep. Just use a turkey baster and change out the fluid in the reservoir every so often. If it has already become nasty you can replace the fluid in the reservoir, start car and turn wheel back and forth, turn car off and replace fluid... etc etc etc
