not without sanding, which usually scratches

You can but it involves sanding, polishing and buffing.

Gently wet sand with 1000 grit, then 2000 grit paper with a firm foam backing pad by hand. Then use a headlight resto kit to polish out.

I'll be doing this on my headlights sometime in the next week. The retard I bought my car from tinted the headlights and the fog lights. My light output SUCKS.

I'm going to be making a DIY guide on it. I'll let you know when I'm done with everything

You'll certainly want to consider wet sanding to remove the coating of paint. You'll then need to follow up with a two or three stage polish system and finally apply a coat of wax along with some sort of UV protectant to prevent unnecessary hazing / oxidization.
