I think it is just the road in general, I remember watching something on the discovery channel I think about the worlds most trecherous roads. They had a bunch or roads just like that where there are accidents all the time. I think there was a road like that in Germany that within a 20 KM stretch there was an average of around 3 accidents a day over the past couple years.
