This started 2 days ago, while driving home from work. On the street at steady throttle position, you can feel the car push/pull as if I'm on/off the throttle. It super irritating. Above 4200rpm, it stops and everything is smooth.

The vid is just in neutral. I can't go over 4500 in neutral due to launch control (which I never use, it's just set there).

In that vid, my foot is held steady at 3 different positions, the rpm up/down waiver is on it's own. Anyone ever seen this?

Car is Protuned w/ Cobb AP V2, V43/DP/inlet tube.
